House Panel Restores GE-Rolls Royce F136 Alternate Engine Program Last Friday, the US House of Representatives Armed Services Committee once again restored funding for the F-35 Lightning II's alternative engine, the F136 which is being developed by General Electric and Rolls-Royce.
