The Dozor-2 has a normal cruise speed of 150km per hour, its cruising ceiling is 4,000 meters, it stays up for 10 hours at that speed but can stay up longer at slower speeds, it takes 30 minutes to fuel and launch. It can be carried on 4x4 (civilian landrover in the video). The ground terminal can record 10 hours worth of video from the thing. It can carry every sensor under the sun from a FLIR to a geiger counter.Dozor means "patrol" in Russian.
